Rebecca’s primary professional interest is the regulation of drugs. She has advised on cannabis legalization nationally and internationally, with interest in promoting effective health, social, and criminal justice responses to substance use, and a focus on collaborative, community-based options. Rebecca’s achievements include appearing as an expert witness to House and Senate Parliamentary Committees, participation in United Nations consultations on substance use and prison, and membership on the Canadian delegation to the Commission on Narcotic Drugs. She is active in volunteering to improve approaches to corrections, and currently chair the Ottawa-Carleton Detention Centre Community Advisory Board.
